The City of Arnold Parks and Recreation Department is seeking a highly organized, energetic, creative, and experienced professional to fill the position of Recreation Manager.


Position Summary

The Recreation Manager is responsible for overseeing the daily operations of the Recreation Department’s customer service, membership services, recreation programming, and aquatic support functions. This position provides leadership, supervision, and training for (the following but not limited to part time positions) Front Desk Staff, Facility Aides, Facility Membership Specialists, and Outdoor Pool Concession and Admissions personnel.

The Recreation Manager is responsible for recruiting, hiring, scheduling, training, evaluating performance of multiple part time positions, and fostering a positive team culture while ensuring exceptional customer service for all patrons.

This position serves as a key liaison between the Recreation Department and contractors, vendors, and service providers, coordinating projects, maintenance, and operational needs for both indoor and outdoor recreational facilities. The Recreation Manager assists with the administration and oversight of indoor and outdoor pool operations, recreation programs, facility scheduling, public communication, and special events.

Additional responsibilities include website management, facility rentals and reservations, safety compliance, public relations, and supporting departmental initiatives. The Recreation Manager works collaboratively with department staff to ensure safe, efficient, and high-quality recreational services for the community.

Essential Functions

Personnel Management

  • Recruit, hire, train, supervise, schedule, and evaluate Front Desk Staff, Facility Aides, Facility Membership Specialists, and Outdoor Pool Concession and Admissions employees.
  • Develop staff schedules and ensure adequate staffing levels.
  • Foster a positive, professional, and customer-focused work environment.
  • Conduct staff meetings, trainings, and in-service sessions.

Facility Operations

  • Oversee daily operations of the Arnold Recreation Center and Outdoor Pool.
  • Ensure all assigned areas, including the front desk, pool deck, concession stand, guard room, locker rooms, and restrooms, meet department cleanliness and safety standards.
  • Respond to and resolve patron concerns, complaints, and emergency situations.
  • Monitor facility compliance with applicable laws, regulations, policies, and safety standards.
  • Oversee facility maintenance needs and coordinate repairs with contractors and vendors.

Recreation Programming

  • Develop, plan, implement, and supervise recreation aquatic programs for participants of all ages and abilities.
  • Assist with the implementation and management of current recreation and fitness programs in the pool
  • Identify and develop new recreation aquatic fitness programs utilizing both indoor and outdoor facilities.
  • Coordinate program registrations, facility usage of both indoor and outdoor pools and participant communications.
  • Manage program cancellations, rescheduling, and public notifications.

 Administrative Responsibilities

  • Oversee membership services and customer service operations.
  • Manage program registrations, fee collection, resale activities, and related accounting functions.
  • Maintain and update the City’s recreation website and other public communication platforms.
  • Assist with the development and implementation of departmental policies and procedures.
  • Prepare accident and incident reports and maintain required records.
  • Monitor and maintain the facility’s COVID information wall and other required public notices.
  • Assist with annual budget planning and provide revenue and expense recommendations to the Deputy Director.
  • Attend professional meetings and trainings; remain current on trends and best practices in parks and recreation.
  • Perform other related duties as assigned.


Qualifications

Education and Experience

  • Bachelor’s Degree in Parks and Recreation, Recreation Administration, Education, Arts Administration, or a related field preferred.
  • Minimum of three (3) years of progressively responsible experience in recreation management, parks and recreation, education, or a related field; or an equivalent combination of education and experience.

Certifications

  • Certified Pool Operator (CPO) certification preferred.
  • Candidates without a CPO certification must obtain certification within six (6) months of employment.

Knowledge, Skills, and Abilities

  • Strong leadership, organizational, customer service, and communication skills.
  • Ability to manage multiple projects and priorities in a fast-paced environment.
  • Experience hiring, training, supervising, and evaluating seasonal and part-time staff.
  • Ability to work effectively with the public, community groups, contractors, and coworkers.
  • Strong attention to detail and planning skills.
  • Ability to work independently and make sound decisions.
  • Ability to work evenings, weekends, and holidays as required.
  • Experience managing social media platforms, newsletters, and public communications.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Publisher.

Physical Requirements

This position regularly requires standing, walking, sitting, speaking, hearing, reaching, and repetitive hand movements. Occasional climbing, balancing, stooping, kneeling, crouching, crawling, pushing, pulling, and lifting may be required.

Hours of Work and Compensation

This is a full-time, exempt position. The Recreation Manager is expected to work a minimum of forty (40) hours per week. Due to the nature of parks and recreation operations, additional hours, including evenings, weekends, and holidays, may be required.

Starting Salary: $60,000 annually

Employees are paid on a bi-weekly basis.
