POSITION SUMMARY 

The Recreation Services Manager provides leadership to the Recreation Team (Aquatics, Fitness, and Recreation staff) by planning, organizing and directing the operations of Shalimar Park, its recreation facilities, recreation programs, and special events throughout the City and The View, when needed. This position will provide input for department strategic plans and recommend funding for operating and capital budgets for the recreation team. This position will serve as a member of the Parks and Recreation management team and provide highly responsible and complex administrative support to the Director of Parks and Recreation; assist the Director in overall management of the Department. The work is performed under the general direction of the Director of Parks and Recreation. Hours are typically Monday – Friday from 8am - 5pm, but will require some nights and weekends. 

 

Job Responsibilities (Include, but not limited to)

  • Develops, implements and maintains a comprehensive public recreation program for a diverse community population including aquatics, athletics, fitness, cultural programs, camps, leisure activities, and special events and enrichment activities
  • Participate in meetings and provide input relating to development of new parks and facilities funded through bond and other funds
  • Develops and administers long and short-range plans to ensure cost efficiency in operations of Department facilities, including The View Community Center, athletic complexes and day camp facilities and shooting range
  • Provides professional analysis, prepares written reports and makes recommendations to the Director, Board of Aldermen, City Administrator, and Parks and Recreation Commission regarding recreation services and facilities
  • Works with staff and the Marketing Manager in developing the marketing program for the recreation division to include all direct promotional activities, publicity campaigns, and public relations initiatives
  • Assists the Director in the preparation of projections and budgets for operations of new parks and facilities
  • Develops and administers policies and procedures for all recreation services, including a Standard Operating Procedure Manual.Assures that safety standards and precautions are followed
  • Recruits, selects, trains, schedules, supervise and evaluates aquatics, shooting range, fitness and recreation personnel
  • Supervise The View Community Center, shooting range, and special programs/events when needed
  • Advocates and works closely with citizens and public service providers in a cooperative community response to recreation service needs.Develops and maintains partnerships with the Grandview School District, local service groups, agencies and businesses
  • Assists the Director in the development of strategic planning for a comprehensive community Parks & Recreation Department.Advises the Director on matters related to long-range capital improvements and development of recreation services and facilities
  • Oversees the registration, scheduling, and implementation of Grandview Farmers Market
  • Oversees the registration, communication, short-term/long-term cost planning of the Community Garden
  • Oversee Shalimar field and facility rentals
  • All other duties as assigned

 

Minimum Qualifications

Bachelor’s degree in Parks and Recreation, Public Administration, or closely related field. Three years of increasingly responsible experience in the administration of recreational facilities, programming, social and cultural programs (Certified Parks & Recreation Professional (CPRP) preferred). Two years of supervisory experience. Must have a working knowledge of financial management, contract administration, marketing, customer service, public relations, codes, and specifications pertinent to recreational facilities development and management. Must have the ability to establish positive public relations while interacting with a diverse population. Certification in CPR, First Aid is required. Ability to acquire AFO and CPO certifications within 6 months of hire date.

 

Physical Demands

Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties. Manual dexterity to use standard office equipment and supplies. Vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 50 pounds. While work is primarily performed in an office setting there will be times when the employee will be required to perform duties outside and in adverse weather conditions.

 

Pay and Benefits
