POSITION OVERVIEW
Under general direction from the Director of Parks and Recreation, the Assistant Director of Parks & Recreation plans, organizes, directs, and coordinates the programming activities of the Parks & Recreation division including preparation, repair, and maintenance of City recreational indoor and outdoor facilities, including parks, playgrounds, aquatic facilities, sports fields and community center; plans, organizes, directs, and coordinates the activities of the Recreation Division including youth and adult sports, special events, aquatics, classes, recreation programs and life enrichment activities. The Assistant Director of Parks & Recreation may be assigned responsibility for directing the activities of one or more divisions within the department in addition to being assigned various activities and projects in assisting the Director of Parks and Recreation in carrying out the Department’s mission. This position exercises discretion in applying general goals and policy statements and resolves organizational and service delivery problems; organizes and directs the work of subordinate staff; assumes significant responsibility for a variety of personnel activities in such areas as selection, training, and disciplinary action.
QUALIFICATIONS AND REQUIREMENTS
Experience, Education, and Training
- Graduation from an accredited college or university with a bachelor's degree in Park Management, Public Administration, Leisure Services or a related field.
- Minimum 2 years' experience in related field.
- Certified Park and Recreation Professional (CPRP) or other related licenses/certifications as deemed necessary.
Knowledge
- Knowledge of Aquatic Facility operations.
- Knowledge of principles, practices, regulations and techniques related to parks and recreation operations and administration.
- Thorough knowledge of personnel and program management principles and practices, including administration, supervision and training of personnel.
- Knowledge of policies, rules and other risk management regulations governing the conduct and safety of parks and recreation programs and facilities.
- Knowledge of personal computers and the software necessary to perform job duties.

Essential Functions
Recreational and Related Activities
- Plans, develops and implements a variety of recreational activities and programs assuring for safety and the enjoyment of leisure time for participants.
- Coordinates sport fields usage.
- Maintains records for recreational activities and programs including worksheets and evaluations, assuring for accuracy and timeliness.
- Organizes, layout, and publicizes Department programs through the use of flyers, brochures, news releases, social media etc.: prepares correspondence and communications pertaining to recreation events and preparation of the recreation publicity designed to interest the public.
- Planning and development of Community Center recreational programs and/or approves activities, plans and procedures, assures adherence of safety requirements; outlines work to be done, has recreation areas and facilities ready for use in carrying out the recreation program as planned.
- Oversees the Concession operations for all park facilities insuring for accurate financial accounting, inventory control and staff hiring and training.
- Oversees the aquatic programs and facilities, to include hiring and training of staff, maintenance scheduling, supervision of programs, budget management, etc.
Administrative Activities
- Manages departmental programs, services, and personnel as assigned by the Department Director.
- Directs, oversees, and participates in the development of the work plan for assigned areas, assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods and procedures.
- Participates in recommending the appointment of personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures; recommends employee termination. Primary personnel responsibilities will involve the oversight of part-time staff at the aquatic facilities, community center and program staff.
- Exercises direct supervision over Community Center and Aquatic Center clerical, technical, professional, or part-time personnel.
- Seeks alternative means of supporting and financing department programs, grant research, sponsorship solicitation, collaborations and partnerships, and volunteer staffing from large service groups, community organizations, and individuals.
- Assists with policy development and oversight for the Community Center.
- Maintains the supplies inventory as needed assuring for budget compliance.
- Attends workshops, meetings and seminars to develop and maintain an awareness of the most current practices, laws and other standards for the parks and recreation industry.
- Provides back up for other staff as needed, assuring for professionalism.
- Deals with the public in a professional and courteous manner, demonstrating a high level of customer service while working with staff to train and educate about customer service.
- Responds to requests by immediate supervisor in an accurate, professional, complete and timely manner.
- Maintains an awareness of safety issues assuring for compliance with all safety procedures.
- Coordinates and communicates with the Maintenance Department for any minor repairs or improvements to park facilities.
- Follows all Department policies and procedures to ensure program policy guidelines are maintained.
- Prepares reports on activities, programs, fee schedules, and recommendations
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures
- Identifies opportunities for improvement and presents recommendations to the Director; manages the implementation of operational improvements and monitors the effects of the changes
- Maintains the absolute confidentiality of all records and information.
- Serves as Acting Director in the Director’s absence.
- Performs related duties as required
Other Important Functions
- Under the general direction and supervision of the department Director; supervises professional, technical, and administrative support personnel both directly and indirectly.
- Attends workshops, meetings and seminars to develop and maintain an awareness of the most current practices, laws and other standards for the parks and recreation industry.
- Utilizes computer software applications.
- Assists in the with the Parks & Recreation departmental budgets in accordance with the standards established assuring for accuracy and timeliness.
