The City of Moberly is looking for a self-motivated team player who is driven by public service for the position of Parks Superintendent. The position is being vacated due to retirement and is a critical position in a progressive and large park system. The successful candidate should have strong interpersonal tact, personnel skills, and project management skills to be successful in a fast-paced work environment.

The Moberly Parks and Recreation system includes 7 parks within city limits including the 467 acre crown jewel, Rothwell Park, and a golf course a short distance outside city limits. The park system is supported by a half cent sales tax renewed every 10 years, a permanent property tax, fees, and donors. The park system and community are progressive in developing a thriving quality of life and investing in modern amenities to create top shelf outdoor recreation opportunities. Rothwell Park alone features two lakes with new boat ramps and amenities, a one mile long miniature train amusement ride, a campground with full hookups, a wilderness area including over 7 miles of nature trails, 3 miles of asphalt trails, aquatic center, athletic complex, two 18 hole disc golf courses, numerous sport courts (tennis, pickleball, volleyball, basketball) and fields, indoor meeting venues, many picnic shelters, and more, creating a significant attraction for folks from throughout the state and nation. The park also hosts many of the Department’s events including one of the largest 4th of July shows in the state.

The Moberly community is also very progressive with citizens willing to invest in their community from parks to multimodal transportation to schools. A rejuvenating downtown is increasingly creating spaces for entertainment and leisure and a city-wide trail system under Public Works connects much of the community allowing safe hiking and biking opportunities for local families. ESSENTIAL FUNCTIONS

Manages park employees including maintenance employees and Park Rangers from maintenance to construction with internal labor.

Carries out tasks assigned by the Director.

Screens applications, selects individuals for interviews, interviews and selects employees.

Completes operational reports, both written and oral, for the Director and Park Board.

Provide the Director with information important for budgeting, bids, grants, and statistical reports. Shop and bid supplies, equipment, and run bid processes for small construction.

Meets the public, provides information relating to available facilities, and explains and enforces park rules and regulations.

Responsible for all utilities used by Park visitors.

Responsible for Park forestry management practices.

Enforces cleanliness and sanitation standards as well as other park rules and regulations.

Responsible for maintenance and repair of all facilities and grounds.

Advises Director on design of significant new amenities and/or construction projects.

Advises Director on equipment, maintenance needs, and concerns of citizens.

Responsible for supply inventories for day-to-day operations.

Ensures that all park facilities, grounds, and equipment are safe and accessible to meet current standards where possible.

Responsible for natural resource management.

Oversee the management of park lakes, water quality, fishing, boating, aquatic vegetation control and enforcement of lake rules.

Responsible for coordinating support services for large events.

Responsible for working with the many community organizations as well as federal, state, and local government agencies.

Attend outside programs and seminars, assuring an awareness of new developments in the field and assuring continuing professional developments.

Train, monitor, and evaluate employees and make necessary changes to provide the most efficient and safe work force possible.

Oversee the use and maintenance of vehicles and equipment while ensuring for safe operation and to advise Director and Park Board on equipment status and condition.

Responsible for the installation of all new play equipment and make sure all complies with ASTM requirements.

The Superintendent will be responsible for these additional day-to-day administrative duties:

Payroll.

Processing bills.

Playground and facility inspection.

Injury, police, insurance, and incident reports.

Employee evaluations.

Employee grievance and disciplinary actions.

Scheduling of work assignments and working hours.

File all warranties, manuals, and information important to park operations.

Keep current information on boat storage and campground rentals.

Return all calls and other communications within a reasonable amount of time.

Make contact with any park visitor with a question or concern as soon as possible.

Accountable for camping, boat rental, storage, archery range, and other park fees.

Oversee the management of all Athletic Complex maintenance operations.

Oversees all other functions of the park maintenance crew and other duties as assigned by the Director.

QUALIFICATIONS

Completed high school required. College degree preferred in related field.

Minimum five years of relevant experience.

Thorough knowledge of all phases of construction and design, electrical, plumbing, painting, and ability to read blueprints. Working understanding of building codes.

Strong knowledge of grounds keeping and natural resource management.

Successful experience in supervising personnel and evaluations.

Ability to communicate effectively to enforce rules and regulations pertaining to the parks.

Knowledge of recreational facilities and geographic points of interest in the parks.

Strong ability to solve problems.

General knowledge of pool chemistry. Must be willing to obtain AFO certification.

Willingness to obtain Certified Playground Inspector preferred.

Outdoor recreation enthusiast.

COMPENSATION

The City of Moberly will provide highly competitive wages ($20.08-$27.73/hour) plus overtime. In addition, the City of Moberly provides paid vacation, paid sick leave, paid paternity/maternity leave, 11 paid holidays, health insurance, and retirement pension (LAGERS).
