Summary: 
Oversee the day-to-day operations of the Parks and Recreation Department to include supervising staff, recreation programs, park land, trails, and facilities. This position is responsible for establishing a yearly budget and operating the department within the confines of the park budget. The Parks and Recreation Director will also host, provide administrative support, and research for the Parks Board. Attendance at the Park Board meetings is expected.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance evaluations.


Develops, plans, and implements long and short-term goals and objectives for the city in the area of parks and recreation; develops and implements policies and procedures for effective operations and maintenance; priorities and oversees parks and recreation programming and activities; recommends changes in order to meet organisational needs; identifies new processes and alternatives to resolve problems or improve/enhance operations.


Develops standards for parks, sports fields, and playground equipment maintenance; ensures parks are properly maintained using the most effective combination of City employees and contracts with outside vendors; conducts inspections of parks, sports fields, and playgrounds; ensures safety and maintenance of all areas; determines needed repairs and/or upgrades.


Develops and oversees recreation programming for the City; plans and coordinates youth and adult programs; coordinates development, publication and distribution of marketing materials; contracts with and monitors outside vendors running recreation programs and maintenance functions.


Responds to inquiries from the public regarding various community services; provides information or directs inquiries to appropriate department resources; meets with civic groups as needed; prepares and presents information regarding recreation opportunities along with parks and recreation programming.


Develops and implements departmental budget, including equipment and capital improvement needs; monitors expenditures to ensure compliance with approved budget; develops bid specifications for equipment; provides approval for all department requisitions and receiving reports.


Serves as the staff liaison to the Parks & Recreation Board; attends meetings; makes recommendations; incorporates Board policy into operations; communicates Board policies to employees and the public.


Prepares or completes various forms, reports, correspondence, charts, budget documents, memos, policies and procedures, performance appraisals, purchase orders, bid documents, contracts, bills, resolutions, payroll reports, vehicle maintenance reports, or other documents.


Communicates with supervisor, City officials and employees, vendors, civic groups, the public, outside agencies, and other individuals as needed to coordinate park related activities.


Maintains current knowledge of applicable policies, procedures, codes, regulations. Conducts research and maintains an awareness of new issues, methods, equipment, trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends meetings, conferences, workshops and training sessions with approval.


Operates a personal computer, general office or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.


POSITION REQUIREMENTS:

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education:
Bachelor’s degree in parks and recreation, sports management, or related field. Practical or field experiences can be substituted with three (3) years of progressively responsible management experience in parks, recreation, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Missouri driver’s license.  Must possess and maintain certification as a Parks and Recreation Professional.

Experience:
Minimum three years of in related role or field.

Language Ability:
Ability to read, analyse, and interpret documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write notices and letters of compliance. Ability to make persuasive presentations on controversial codes topics to top management, citizens, and/or public boards.

Math Ability:
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills:
To perform this job successfully, an individual should have knowledge of word processing software; spreadsheet software; design software and internet software

Physical Ability

While performing the duties of this job, the employee is regularly required to use hands. The employee is frequently required to reach with hands and arms. Ability to talk and hear. The employee is required to stand; walk; sit; climb or balance; stoop, kneel, crouch or crawl. The employee must lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. 

While performing the duties of this job, the employee is frequently exposed to outdoor weather conditions. The employee is occasionally exposed to wet or humid conditions (non-weather); work near moving mechanical parts; work in high, precarious places; fumes or airborne particles; risk of electrical shock; vibration; wild vegetation and dogs. The employee is required to sit in an office environment.

The noise level in the work environment can occasionally be loud.
